Open Enrollment is not available to Retirees.
Enrollment for 2018 benefits is open November 1 to December 8. This annual window is the only time during which you can change your health plans for 2018. (If you are satisfied with your current plan choices, no action is necessary.)
To obtain new coverage or to change your current health plans, you MUST complete and return the enrollment application(s) to the Administrative Office by December 8, 2017.

Based on the current provisions of the Affordable Care Act, you have a responsibility to maintain minimum essential coverage (generally medical coverage) during the calendar year or pay a penalty to the IRS.
Generally, if you, or any of your dependents, do not have medical coverage for more than two consecutive months you may owe an individual shared responsibility penalty (also called an Individual Mandate penalty) when you file your personal income tax return. More information about the Individual Mandate penalty (and whether you qualify for an exception from the penalty) can be found at HealthCare.gov.
For 2017, the amount of the Individual Mandate penalty is the greater of $695 per person ($347.50 per child under 18), capped at $2,085 or 2.5% of household income above the tax filing threshold ($10,350 for individuals or $20,700 for married filing jointly), capped at the national average premium for bronze level plans available through the Health Insurance Marketplace. After 2017, the flat dollar penalty amount is based on the 2017 amount plus an inflation adjustment, while the 2.5% of household income amount stays the same.
You may avoid this Individual Mandate penalty if you maintain your eligibility for medical coverage with the Southwest Carpenters Health and Welfare Trust or have other health coverage that is minimum essential coverage.
It is important to note that the IRS will consider you covered by the Southwest Carpenters Health and Welfare Trust as long as you and your family members are enrolled in one of the medical plans.
